To become, or remain, a volunteer Leader in Scouting, you must complete an Adult Registration Form every year, and maintain a valid Police Record Check (renewable every 3 years).

• Police Record Check (PRC)
The procedure for PRC's varies from police service to police service. In Calgary and Lethbridge, applications are processed through the local Council Service Centre. In Medicine Hat, Taber, and other communities served by the RCMP, you need to contact the local police service for instructions. You may be asked for proof that you are a Scouting volunteer. Group Commissioners have a letter for this purpose. Please keep in mind that it can take anywhere between 6 to 8 weeks to process PRC's. We are currently unable to offer an on-line PRC service because BackCheck and other service providers are unable to provide a Vulnerable Sector Check.

Every group needs to complete an Application for Group/Section Charter form every year. This form is used to renew the agreement between your group and sponsor. It also helps to set policies for the groups, if there are any restrictions (e.g. must have a community membership). This form needs to be signed by both your group and your sponsor. You will receive a charter sticker, to be placed on your charter, once you have submitted this form. The Group Committee Worksheet needs to be completed, every year, before spring registration. This form will provide the Chinook Council with important information, such as, who the Group Commissioner and Registrar are, what sections your group is currently running, what day and time your sections meet, the maximum number of youth and adults each section can take, when your registration nights are, and if your group charges additional fees. While some of this information is subject to change throughout the Scouting year, having the Group Committee Worksheet, helps the Chinook Council have accurate information for new members who are looking to join Scouting.
• 2012 - 2013 Registration Round Up
All participating youth and adults must be fully registered as members of Scouts Canada. Youth must have their Youth Registration Form and payment submitted every year. Adult volunteers must submit an Adult Registration Form every year and must complete a Police Record Check every three years. Registration for adult members is free, to recognize the work they do with our youth members and their committment to help Scouting create a better world.
Before the adult volunteer is registered, their group must conduct a screening interview and check referrences. The group must also complete the Volunteer Screening Checklist (i.e. page 3 of the Adult Registration Form) and submit it to the office. The Volunteer Screening Checklist only needs to be completed once, as long as the adult volunteer remains active with Scouts Canada.
The Chinook Council offers a Financial Assistance Program to help youth join Scouting. Our Financial Assistance Program is based on Canada's low income cut offs and works on a sliding scale with a range of percentages that can be covered. Along with financial assistance for registration fees, there is also the possibility for assitance with uniform costs as well. The Financial Assistance forms must be completed by the youth's parent or guardian. Once their application is reviewed, they receive a letter in the mail informing them of the amount that will be covered by the Financial Assistance Program. The Chinook Council's financial year runs from September 1st to August 31st. Once the year ends on August 31st, your group is responsible for submitting and Annual and Financial Report to Scouts Canada. The report is due by November 30th of the same year.
