An Important Announcement Regarding Grants and the AGLC
The Alberta Gaming and Liquor Commission (AGLC) will only accept applications for gambling activities that have been approved by the Council and signed by Council Executive Director.
Bylaw, Policies & Procedures (Section 13000).
- As a non-profit organization, all activities, events or operating expenses be undertaken and organized (budgeted) in such a way that financially, they do not create a deficit.
- The spirit of the movement requires that, as far as possible, funds raised for Scouting purposes shall be earned.
- In making its programs available to youth, the organization is providing a valuable service to the community and has the right to seek financial support from the community in return.
- All fundraising activities must be approved and conducted within the framework of the policies and procedures of the organization
- Due regard must be given to the effect which the method of fundraising may have on the reputation, integrity and goodwill of Scouts Canada.
- Lottery, casino, raffle, bingo or other fundraising associated with gambling must be approved by the Council. The Council becomes responsible for any failure of the group to meet its commitment.
Gambling Activities
The Alberta Gaming & Liquor Commissioner (AGLC) is responsible for approving all applications for gambling activities including casinos, lotteries, raffles and bingos. The Commission recently contacted Scouts Canada asking us to standardize the application process for all Scout groups in Alberta.
This change includes all raffles. According to the AGLC web site, the AGLC determines eligibility for a raffle; however, the method in which licences are issued is based on total ticket value.
o For raffles with a total ticket value $10,000 and less, the licence must be obtained from any Alberta registry agent.
o For raffles with a total ticket value more than $10,000, the AGLC issues the licence.
Applications for the Provincial Government Grants (including Community Initiative (CIP) and Community Facility Enhancement Programs (CFEP)
All applications for grants from any provincial government department be approved by the Council. As in gambling activities, the council remains responsible for all commitments and costs related to the grant.
Applications for the Municipal Government Grants
All applications for grants from any municipal government department be approved by the Council. As in gambling activities, the council remains responsible for all commitments and costs related to the grant.
Applications for other Grants
Applications may be made directly to service clubs, private and public foundations and corporations. Grants received from them must be indentified on the group’s annual financial report. A copy of the final report for the grant must be submitted with the group’s annual financial report.
How to apply for Provincial Government Grants and Gambling Activities
The most common provincial government grants are the Community Initiative Program (CIP) and Community Facility Enhancement Program (CFEP).
Groups wishing to apply to raise funds associated with gambling or apply for a CIP or CFEP grant will require a letter of approval from the council and will need to provide the following to the council office:
- Their completed government gaming or grant application
- A detailed plan and budget for their project that will be funded by gambling
- Endorsement of the application by their sponsor (according to BP&P, Methods of fundraising used by groups must be compatible with the values, goals and ideals of the group sponsor).
- Evidence that parents support the application.

Reporting
Groups raising funds from gambling or government grants are responsible for meeting reporting requirements and must also provide a copy of their reports to the Council before filing the report with the government. We can file your reports in case there are questions in the future.
The Group Annual Financial Report form will also be amended to track gambling and grant revenue.
