The primary purpose of this page is to express those procedures (and any related forms) that are developed and implemented by Voyageur Council.  The only policy setting body within Scouts Canada is the National-level Board of Governors, however each Council (unless explicitly outlined by the National office) is permitted to establish procedural criteria to accomplish the spirit behind any particular policy.  Also, from time to time, Voyageur Council will develop procedures to better manage operations within its jurisdiction.
